Amida Technology Solutions, Inc. announced the launch of TorQE, a pre-submission Medicaid data validation platform designed for state agencies. The platform enables states to review Transformed Medicaid Statistical Information System (T-MSIS) files before submission to the Centers for Medicare and Medicaid Services (CMS). TorQE applies more than 1,900 validation rules aligned with the Outcomes Based Assessment (OBA) framework, allowing agencies to identify and address defects proactively.

Currently, T-MSIS processes operate reactively. Data quality defects typically emerge after CMS completes its OBA evaluation, with feedback arriving after the submission window closes. By that point, errors may already be documented in federal review materials. Remediation often requires resubmission, rework, and additional staff resources. CMS has increased its emphasis on timely, accurate, and complete T-MSIS data, linking these standards to Certification Review readiness.

TorQE shifts quality control to an earlier stage. States can upload data to the platform three to four weeks before their filing deadline. The platform runs CMS-aligned OBA validation across T-MSIS files and applies cross-file consistency checks that separate tools typically miss. It identifies record-level defects and provides root-cause analysis. Teams can determine which records fail, understand the underlying cause, and identify which upstream fixes address the largest error clusters. Structured remediation workflows replace spreadsheet and email-based processes. A submission readiness dashboard gives compliance officers forward visibility into likely OBA performance before files reach CMS.
