The core of every “big data” application is its ability to access, aggregate, analyze and present information collected from a variety of different inputs. The sources of data are as disparate as health record systems, electronic audit logs, or a collection of silo’d spreadsheets. The challenge is to answer simple-to-ask questions: “does a member indicate an avoidable risk of expensive treatment based on past service utilization?” (care orchestration), “was there any unauthorized access to this file?” (cybersecurity), “how did income change after the new road was built?” (sustainable development).
The ability to answer these questions begins with reconciling vast quantities of ones-and-zeroes in a coherent frame of reference, a data model. Open source software is a technically attractive and often commercially preferable alternative to proprietary solutions. Open source infrastructure has many advantages, including: easier customization, better interoperability, greater base of service providers, superior cybersecurity, and lower total cost of ownership.
Many proprietary merchants still offer “take it or leave it” packages, and further bind their customers to a restricted number of approved vendors for installation, configuration, or operation of their information services. In sharp contrast, open source applications are an economical way to stay on the edge of innovation, maintain latitude of provider choice, and deliver robust, rugged, and scalable solutions to internal stakeholders and external partners.
With open source components, we can quickly and inexpensively prototype new services. Our goal is to make as much of our core technology as possible available under the permissive Apache 2.0 Software License. This framework allows flexibility and freedom regarding use, modification, and distribution of both the original software and modified versions.
